Certified Programme and Project Management

The PRINCE (PRojects IN Controlled Environments) & MSP (Managing Successful Programmes) Principles defined by the UK Office of Government Commerce (OGC) are strictly adhered to within ACETEL’s Project & Programme Management approach and we believe this is key to successful Project & Programme Management. The ACETEL project management team is headed by a PRINCE2 and MSP trained veteran of many verifiable implementations in some of the largest, and equally as important, smallest operators in the Telecom domain.

Programme Management

Programme Management is the action of carrying out the coordinated organisation, direction and implementation of a dossier of projects and transformation activities to achieve outcomes and realise benefits of strategic importance to the business.

Programme Management aligns 3 critical organisational elements:

  • Corporate Strategy

  • Delivery Mechanism for Change, and

  • Business-as-usual environment

Programme Management provides a framework that integrates and reconciles competing demands for resources, providing a context and control framework for the projects in the programme

Programme Management Governance Themes

ACETEL adheres to the MSP Programme Management governance methodology, which is the control framework through which programmes deliver their change objectives and remain within corporate visibility and control. The key governance themes are as follows:

Organisation

Establishing a clear and effective organisation is critical to programme success. Effective Programme Organisation means the combination of:

  • Defined roles

  • Clear responsibilities of each of these roles

  • Management structures and reporting arrangements that are needed to deliver the programme's desired outcomes

Benefits Realisation Management

The key objectives of Benefits Realisation Management are to:

  • Ensure benefits are identified and defined clearly at the outset and linked to strategic outcomes

  • Ensure business areas are committed to realising their defined benefits with ownership and responsibility for adding value

  • Drive the process of realising benefits, including benefit measurement, tracking & recording benefits

Risk & Issue Management

Successful programme management has at its core the need to both manage and tolerate uncertainty, complexity and ambiguity. Risk management and issue resolution are the vehicles for achieving this.

Leadership & Stakeholder Engagement

One key aspect of the leading change principle is that it actively engages stakeholder and it crucial to the programmes success.

Leadership is part of how stakeholders engaged. Stakeholder Engagement is not just a system of tasks and managing activities, but also as a way of achieving influence and positive outcomes through effective management of relationships.

Planning & Control

Planning and Control are key to the success of any transformation programme.

The  Programme Plan includes the following core information:

  • Project timescales, costs, outputs and dependencies

  • Risk and assumptions

  • Schedule and Transition plans

  • Monitoring and control activities and performance targets

Programme control provides supporting activities and processes that run throughout the lifecycle of the programme.

Quality Management

Quality management in a programme ensures that stakeholders are satisfied that their planned benefits have the best chance of being realised and will meet their expectations. Quality management must be an activity that runs continuously throughout the life of the programme and beyond.

Project Management

Project Management is the planning, delegating, monitoring and control of all aspects of the project, and the motivation of those involved, to achieve the project objectives with the expected performance targets for time, cost, quality, scope, benefits and risks.

Key Benefits of PRINCE2:

  • Embodies established and proven best practice and governance for project management

  • Is can be applied to any of project and can easily be implemented alongside specialist, industry-specific models

  • Its widely recognized and understood, and therefore provides a common vocabulary for all project participants, promoting effective communication

  • It ensures that stakeholders are properly represented in planning and decision making
